Popis: Analyzing the surplus and deficit in the public budget and calculating their gap is one of the most important topics of fiscal policy because of the role of public spending and taxes in facing economic fluctuations, as well as their role in stimulating growth, with the intensification of inflationary pressures in addition to the increasing burdens of external and internal debts. Which would increase the financial burdens on the national economy, and then future generations will bear the greater part of its burdens, which negatively affects their levels of well-being as a result of bearing burdens they did not participate in making their own decisions, Rather, they may not have benefited from it in the first place. The study aims to analyze the reality of the public budget and the role of non-oil revenues in financing the public budget, with an analysis of the reality of public debt (internal and external) and the net impact that public debt has on financing the public budget deficit. The study found that the Iraqi budgets are distributive budgets whose main task is to distribute the Iraqi oil revenues on the traditional exchange doors without leading to a qualitative or structural change in the structure of the Iraqi economy. The actual tax revenues did not exceed at best 12% of public revenues. Although this percentage, with its modesty, is also dependent on oil revenues in a large proportion, the taxes are mostly the result of lung is infect or not. income taxes achieved for their owners as a result of contracts and work with government departments that in turn depend on oil, and despite the reduction in public debt after 2003, but It still constitutes an obstacle to the reconstruction of Iraq
