Issues relating to the infrastructural regeneration strategies pursued over the past three decades in the five inner city areas are addressed in this chapter. Examination of policy is broadly chronological, indicating which actor was the prime instigator, and is accompanied by brief evaluative comments, a topic taken up more substantively in Chapter 5. As should be apparent from the previous chapters, the degree of involvement of national government varies considerably, with the UK and French governments being the most dirigiste. In addition, in the three Mediterranean countries, regional instances have been significant players. At city level, as will be shown, authorities have entered into a variety of implicit or more formalised collaborations with voluntary associations, including those emanating directly from the targeted communities, and with commercial actors. In all cases, during the 1990s more explicit forms of horizontal and vertical partnership have been espoused. During that decade, too, EU institutions became more prominently engaged in the field, assessment of their substantive involvement being the subject of Chapter 6. |
