Popis: The lack of an effective attack warning system poses a heavy burden on the intelligence services' ability not only to provide accurate judgment of an opponent's intentions, but also to follow changes in his forces capabilities. While there is no absolute objective way to determine a real attack, increasing our level of readiness to a degree parallel to our opponent's may save costly and unaffordable surprises.
