The protection of cultural diversity is an essential aspect of the human dimension of cultural heritage. This chapter focuses on General Comment No. 21 on the right of everyone to take part in cultural life, which was adopted by the Economic Social and Cultural Rights (ESCR) Committee in 2009.The main purpose of General Comment No. 21 is to clarify the normative content of Article 15(1)(a) ICESCR, including the range and scope of the specific obligations which that provision imposes on States Parties to the Covenant, and the steps that States Parties must take in order to give effective implementation to their obligations at the national level. The chapter then focuses principally on the contribution of the ESCR Committee to the development of the right to cultural identity.
