The Ukrainian government has been admitted the importance of small enterprises as far back as 1990, shortly before the recognition of the Ukrainian independence. The government considered small enterprises as those able to facilitate structural reformation of the economy, provide freedom of choice and additional work places, ensure fast cost recovery, and response on the changes in customs demand on the operational basis. It was acknowledged that the development of small enterprises had to facilitate the rapid market saturation, tackling industry and regional monopoly, development of competition, implementation of new technologies, and growth of export potential. Unfortunately, that government did not implement a lot of the declared intentions as several legislative documents could not instantly change the planned economy rules and traditions, imbedded in the country’s economic system and officials’ and managers’ minds. However, those first steps were over 20 years ago. Has anything changed since that time? Was the 20-years period sufficient for improvement? |
