This chapter sets the historical and policy context for the book. The three durable solutions are introduced, and their history is traced from inception to evolution through the Cold War and the War on Terror, through to the present day. Key dimensions and policies of the refugee regime are identified, such as the 1951 Refugee Convention and the 2018 Global Compact on Refugees. The historical trajectory of the durable solutions reveals the influence of the political preferences of donor states. This chapter provides the historical background that has led to this moment and identifies the policy arrangements that underlie the current system. It shows how most refugees do not have access to the durable solutions. It reviews the human rights of refugees that are detailed in existing international agreements. This historical and policy groundwork sets the stage for the in-depth analysis of each durable solution presented in the following chapters. |
