Crimes in cyberspace occur quite frequently; their effects impact the public sector, the private sector, even individual consumers. There are a number of instances where the victim had information about the incident, but was unable to report it to a law enforcement agency that would take an active interest. More often though, even if the right agency is contacted the case presented is weak and unfocused. There is no direction or trail to pick up and follow, or it is so confusing and convoluted that—even if the agency wanted to help—they would be stymied by the level of detail work they would have to do. Any leads would grow cold and the case would rot and die off before a perpetrator could be identified, much less found. |
