This chapter explores the influence of the United States amidst the decision-making processes in Japan, Indonesia, Egypt, and Cuba in joining the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). It cites the significance of US diplomacy and US policy as decisive factors in the ratification of the NPT. As the theory of regime adherence predicted, US officials began promoting the NPT abroad even before the complete draft text was finalized. The domestic economic politics theory is consistent with aspects of the Japanese and Egyptian cases, while security considerations also contributed to the Indonesian delay in NPT ratification. The chapter also details the complicated relationship between the United States and Cuba under the pretense of possessing and transferring biological weapons. |
