Magnitogorsk is a city of 465,000 people that is choking under the cumulative load of pollution from 70 years of sustained production of iron and steel using less-thanadequate technologies. The main enterprise and principal employer in the city is the joint-stock company, “Magnitogorsk Iron and Steel Works”, which boasts of an history of decades of continuous production growth of all kinds of metal products. The sustained intensification of production processes peaked in 1989 when 7 4 million tons of coke, 11.7 million tons of cast-iron, 16.1 million tons of steel and 11.9 million tons of rolled stock poured out the various plants in the city (Starikov, 1997). Most of the growth was coaxed out plants that were built in the 1930s and were operated with little or no modifications to deal with the accompanying increase in emissions of toxic substances to the environment. |
