Policymakers in the Netherlands face various potential pitfalls and obstacles as they try to realize their commitments regarding cutting down CO2 emissions, as agreed at the 2015 United Nations Climate Change Conference (COP 21) in Paris. Initial policy proposals suggest that there is a danger that the required emissions reductions will be, at best, achieved in a highly inefficient manner and, at worst, not attained at all. An internationally coordinated rising tax on CO2 emissions should be implemented, starting with 40–80 euros per tonne of CO2. The revenues should be used to compensate poorer households for the regressivity of the carbon tax and firms that suffer most from CO2 leakages to neighbouring countries. |
