Popis:	This paper looks at two case studies where winter emergencies are averted by early closure of the road to traffic, and then considers whether these principles are relevant in a wider context. The paper questions whether the public attitude towards travelling in severe winter conditions is a major cause of disruption and discusses how this attitude can be changed.
