Just a brief note to comment on Craig Medlen's article "Corporate Taxes and the Federal Budget," which appeared in the November issue of MR. Medlen makes a number of interesting points in the context of what I think is a generally correct theory ("stagnation theory"). Yet the article is fundamentally flawed because it omits any discussion of the incidence of corporate taxation. Getting clear about incidence is not only theoretically important but also of practical interest because popular rhetoric favoring corporate taxation rests on illusions about how that type of tax distributes the tax burden among income classes. Do we really think that the recent Regan proposals and the Treasury Department's tax "reform" package, which may increase corporate taxes in some respects, are designed to redistribute income away from the rich?
