Assessment of the impact of information asymmetry in the information space on social welfare

Popis: Information occupies one of the most important places in the system of economic relations, especially in the context of digitalization, due to which it can be considered the most valuable economic resource. The impact of information asymmetry on social welfare and the mechanism of market self-regulation require research and justification. The proposed conceptual approach in the present paper allows to evaluate the services effectiveness in the field of information and communication technologies of using the online administrative services by a particular person through saving time and money for travel. It highlights the imbalance in the availability of open data from both central and local governments. It also considers the utility function of the consumer of information and communication services. The present paper proposes a conceptual approach to assessing the state of digitalization of the economy through the use of the Gini coefficient of non-uniformity, that made it possible to establish the level of asymmetry of Internet access in Ukraine and to propose priority areas for the development of information space with a view to eliminating the digital divide by regions of Ukraine; it outlines the dramatic changes that took place in the information space of Ukraine during 2003–2018, which are characterized as changes in the structure of the volume of services; studies the dynamics of the quantitative indicators of number of individual Internet users per 100 inhabitants, published by the International Telecommunication Union for the member states of the United Nations; using the ARIMA model, the study offers a forecast of the number of individual Internet users per 100 inhabitants of Ukraine with 80 and 90% confidence intervals.
