THE volume of literature in English on Soviet finances is not so large and concrete data are not so easily acquired that students of the Soviet system should regard uncharitably information, however slight, which may add precision to their investigations. It is hoped that the tables presented here will contribute to the fund of information collected by specialists on the Soviet economy; for students of Russian politics, the tables may amplify existing impressions of financial procedures in municipal government. The figures are taken from the fortnightly bulletin published by the Executive Committee of the Leningrad City Soviet, a source not regularly available outside the USSR. |
