A behavioral model for welfare reform: The volunteer incentive system

Popis: The continuing problem of burgeoning welfare roles is discussed and a behavioral model proposed to facilitate the return of welfare recipients to the ranks of the employed. The proposed system is based on existing behavioral technology which can be utilized to develop prerequisite employment skills (attendance, punctuality, grooming, etc.) and prepare participants for skilled vocations. Provisions are made for the replacement of the original program staff with former welfare recipients and for the maintenance of a work-oriented attitude among program participants. Federal economic policies and misconceptions regarding welfare recipients are discussed as elements which frustrate welfare reform.
