Contract personnel status as a preferred form of employment in Turkey is used for performing public services with civil servant. This form of employment, which is planned to be exceptional and temporary in the early days, has started to be implemented on the basis of “generality” and “continuity” over time. Contracted personnel are still employed in many different fields. One of them is the military area. Although contractility in administrative and military areas is applied for different reasons. An important transformation in the field of contract employment has been achieved by moving from the parliamentary system to the Presidential Government System. In particular, the administrative area was affected by this system change more than the military area. In conclusion, the purpose of this article is to analyse the employment of administrative and military contracted personnel in terms of the period of the parliamentary and Presidential Government system and to discuss the problem areas identified. |
