Popis: | This article discusses the manner in which a flood risk management plan (FRMP) can be created for an urban area that is subject to many high-level risks. When the work processes, from the provisional risk evaluation of waters through the determination of flood plains to the creation of the FRMP, are viewed as a whole, the following questions arise: on what basis can an FRMP be created, how much time and human resources are available for this and what objectives can be achieved under these conditions? These questions, which are critical for the efficacy of an FRMP, are discussed and possible practical measures are identified. |
