This chapter briefly examines the historical evolution, the role of state capability in development, and the manifestations of state capability. It discusses the developmental state, a central feature of the post-colonial development discourse, and one which assumed salience with the economic success of the East Asian countries. It examines the differences between policymaking, program formulation, and program implementation. It shows that while there are important differences, in practice, the spectrum from policy design is a continuum with considerable overlap. It concludes with a brief summary of the commonly suggested solutions to address state capability weakness. |
