This chapter examines an interlocked feature of urban form, information and communications technology (ICT) and spontaneous bottom-up contributions of citizens in developing “smart cities” in Vietnam. The chapter focuses on households who are economically and/or spatially marginalized, but they participate in informal economic activities by running online home-based businesses. Findings are drawn from four case studies surveyed in 2019, reflecting different urban forms of settlements: (1) the bustling Old Quarter of Hanoi, (2) a modern neighborhood in the Linh Dam new urban area, named HH Complex (3) an urbanizing village, Tam Thanh, and (4) an “in-branding smart city” Binh Duong. It is highlighted that ICT is appreciated differently by residents living in these various neighborhoods characterized by different urban settings. It highlights the role of ICT in offering new opportunities to mitigate socio-economic inequality and fostering inclusive economic development in a digital era. |
