History and perspectives of payment for nature use in the Russian Federation

Popis:	The article deals with the history of introducing fees for the negative impact on the environment in our country, including the introduction of natural resource payments in the Soviet Union and environmental payments in the Russian Federation. The functions of the institute for payment of nature use are revealed, its positive and negative aspects are shown. A conclusion is made about the significant role of payments for the use of natural resources and pollution of the environment in the modern mechanism of state environmental regulation, the need to modernize the mechanism for calculating and collecting environmental payments.
