The Holy Roman Empire and the Habsburg Fiscal-Military System c. 1606– 1806

Popis: This paper analyzes the institutional-financial resources of the Holy Roman Empire and the fiscal and military aid granted by the Imperial Estates to the emperor in the context of Habsburg war-making and a standing army. The imperial court made repeated, ultimately unsuccessful attempts to enhance cameral revenues from the Empire, such as by taxing the Imperial Cities and the Jews, and regaining imperial domains. In addition, it sought financial aid from the Imperial Estates gathered in the diet in Regensburg. But direct military support came from individual princes and the Imperial Circles rather than from the Empire as represented in the diet. Especially in the conflicts with France, the emperors could neither mobilize nor control the entire financial and military capacity of the Empire. As a result, the Holy Roman Empire ceased being an integral part of Habsburg finances, as it had been during the 16th century, and became an external ally of the Austrian fiscal-military system after 1648.
