When Political Cooperation was set up in 1970, the idea that the Commission might one day come to play an independent part in matters of high policy would have appeared laughable. To grant a role to the Commission would have demonstrated acceptance of supranationalism. Even those member states most attached to the Community ideal accepted as a political reality the fact that this was inconceivable for France, soon to be joined by the UK and Denmark. And the foreign policy establishments of all member states, confidently reposing on their long-standing traditions of state diplomacy, were at best inclined to treat the Commission with the high courtesy of condescension. |
