The low competitiveness of small businesses that dominate peripheral regions in the EU is a well-recognised problem receiving attention at the supranational, national and regional levels. Owing to the resource disadvantage of these businesses, several policy interventions have focused on developing their innovation capacities through funding in RD number of employees; new and improved products; new and improved processes; new and improved services; technology transfers and licenses, and; business support and funding.Although the continued availability of funding and other business supports are essential to create jobs and grow the economies of peripheral regions, public policies should also focus on longer action-oriented learning projects to build dynamic capabilities and expand the innovation capacities of small businesses. Policy-led innovation projects targeting small businesses should also involve the full commitment and participation of the owner-managers for the entire duration. As such, it is imperative to establish the organisation’s state-of readiness to build or align the business foundations (in strategy, systems, processes, people and technology) when building innovation capacity. The company’s motivation and concomitant commitment for the implementation of innovation is improved when other development issues of the organisation are also simultaneously addressed in an expanded model of organisational innovation. |
