The term “revolution in military affairs” (RMA), literally translates into Chinese as “military revolution” (jun shi ge ming). The Chinese interpret this term differently than they do “revolution in military affairs.” The Chinese understanding of the RMA includes at least three connotations. First, RMA implies a new “technological revolution” that has had a significant impact on the arms industry. The development, adoption, and integration of microelectronic technologies into weapons and platforms has created a revolution in the conduct of war characterized by the use of precision-guided weapons, information technology (IT)-based Command, Control, Communications, Computers, Intelligence, and Reconnaissance Systems (C4ISR), and revolutionary changes in operational concepts and tactics.1 |
