Popis: | In the course of its drafting and implementation in the period 1987–88, the Law of the State Enterprise (Association) was, in most official circles, hailed as the keystone of forthcoming revolutionary economic changes, designed to achieve the best blend of a broadened system of central planning together with the greatest and most effective devolution of powers to the enterprise management and its labour collective. The role of ministries and higher economic organs was henceforth to be that of ‘strategic’ planners and controllers, and the very fate of the enterprises (and of their labour collectives) was to be determined by the end results of their economic activity. However, the ‘Law’ has been deeply flawed by a host of ambiguities, with much of the previous ‘command‐administrative’ structure left intact. Thus, the way would appear to lie open either for further radical legislation towards a more market‐oriented economy or for the substantial continuation of the old order. |
