Inovação no setor público e evolução dos modelos de administração pública: o caso do TRE-SC

Popis: This study focuses on the field of public sector innovation and its ties to the evolution of public management models. It aims to identify, characterize and classify the innovations that took place within the Regional Electoral Court of Santa Catarina (TRE-SC) in the period 2008-2012. The study’s research was characterized as a descriptive and evaluative case study of a qualitative approach regarding the characteristics and mode of investigation, and it used documentary research as a tool for data collection. As a result of the research, it was found that 38 innovations have been implemented in the period, primarily involving technological process innovation. These were innovations with an internal impact and focused on improving the TRE-SC’s internal processes. Services and auxiliary innovations occurred less frequently. An analysis of the results from the angle of standard Public Administration models corroborated the findings of a number of international studies, and showed that the principles of the New Public Service and the New Public Governance are still incipient in the innovations being carried out at the TRE-SC.
