Worker Cooperatives: A Social Innovation to the Issue of Contractualization in the Philippines

Popis: The theoretical underpinnings of the worker cooperative model indicate its strong links with the notion of social innovation. Specifically, worker cooperatives are a social innovation in so far as it responds to a social need that has not been effectively addressed either by the market or by the government. This chapter provides the evidence to this linkage by exploring how the worker co-operative model is a viable solution to the highly contested issue of contractualization in the Philippines. By employing the methodological approach of case study and collecting data through focused group discussions and interviews with the stakeholders of four worker cooperatives in the country, the chapter shows that despite several challenges in the organization of worker cooperatives, stakeholders within a contractual arrangement are much better off through a worker cooperative arrangement. Nonetheless, inconsistencies within the Philippine legal framework and the overlapping functions among regulatory agencies inhibit worker cooperatives’ capacity to be a viable solution to contractualization. The chapter, therefore, recommends that government agencies to revisit the international framework on cooperatives to be enlightened and be able to set a standard notion of worker cooperatives vis-a-vis other types of cooperatives and consequently facilitate necessary regulations or ways of cooperative development.
