We report measurements of the magnitude and phase of microwave transmission through thin films (1 \ensuremath{\mu}m) of the 90-K superconductor $\mathrm{Y}{\mathrm{Ba}}_{2}{\mathrm{Cu}}_{3}{\mathrm{O}}_{7\ensuremath{-}\ensuremath{\delta}}$ on ${\mathrm{Al}}_{2}$${\mathrm{O}}_{3}$, MgO, and Zr${\mathrm{O}}_{2}$ substrates. Real and imaginary parts of the conductivity, ${\ensuremath{\sigma}}_{1}$ and ${\ensuremath{\sigma}}_{2}$, were evaluated from the measurements by comparing with a calculation of the transmission for our experimental configuration. Both parts of the conductivity show qualitative agreement with Bardeen-Cooper-Schrieffer type conductivities. From ${\ensuremath{\sigma}}_{1}$ we find a range of gap values $\frac{2\ensuremath{\Delta}}{{k}_{B}{T}_{c}}=1.3 \mathrm{to} 6.5$. From the measured ${\ensuremath{\sigma}}_{1}$ the magnetic penetration depth can be evaluated. |
