The Channel Tunnel has been widely acclaimed for its employment-generating opportunities throughout the United Kingdom. It is generally accepted, however, that the regional impact of the Tunnel will depend on the investment strategies of the railway systems in both Britain and continental Europe. This paper examines the regional development implications of a fixed rail link, the consultation procedures, planning policies and the proposed freight and passenger investments and services adopted by British Rail in order to maximize regional benefits. |
