The key objectives of drug enforcement are to limit the availability and consumption of illicit drugs while reducing broader market-related harms such as corruption, fear of crime, and violence that are associated with the illicit drug trade. Given that drug enforcement seeks to prevent drug- and market-related harms, understanding whether and to what extent the “cure causes harm” is an important research agenda. Indeed, two previous systematic narrative reviews found a strong positive link between drug enforcement intensity and levels of violence. Based on this, we proposed the following research question: Does targeted high-level drug enforcement increase cartel-linked violence? |
