I n an attempt to develop a rational plan for the allocation of health care resources, including, among other things, the distribution of medical imaging units, the French blinistry of Health has undertaken studies to collect preliminary data. At present, theories about cost containment in radiology have two main components. First, it is thought that the distribution of equipment should be strictly controlled because greater availability of equipment is likely to generate more, but not necessarily essential, clinical examination. Second, decisions about diagnostic imaging examinations should be based on optimizing value and patients' outcomes. A two-part Study has been designed to provide information that wil! guide the creation and implementation of cost-control measures in medical imaging. The goals of the study were to (1) assess the distribution and location of medical imaging equipment and radiologic practices in France and (2) create a permanent review board to evaluate the practice of radiology and to make decisions about future needs for both equipment and staffing. We report on results from the first part of the study, in which we surveyed hospital-based imaging equipment and radiology departments. |
