Developing countries understand that the problem of climate change does not originate from current emissions, but from the historic accumulation of greenhouse gases. They demand that developed countries undertake effective efforts to reduce emissions in accordance with their responsibility. There are various compelling reasons to confront a 'climate economy' based on the economic, social and environmental benefits that a strategy of this kind would bring for the countries in the region. There are a number of mitigation measures recommended by the majority of public and private international organizations that are part of the historical needs in Latin American countries, and at present have more potential to be fulfilled than in the past. These measures are being encouraged mainly for reasons linked to climate change, but the countries in the region must take advantage of these new options due to the additional benefits these measures imply.
