A French rapporteur who is familiar with American material on monopoly, monopolistic competition, and economic concentration cannot but feel certain misgivings when presenting the result of his work. He may, however, by way of justification, plead the military maxim which has it that negative information can often prove fully as useful as positive information. At the same time, he must not omit to stress the deficiencies of preliminary and other investigations carried out in France, especially since the end of the Second World War. Information available from such sources as scientific organizations, official statistical bodies, parliamentary reports, and private research does not, in fact, enable one to outline with precision the lines along which the French economy has been evolving. |
