Social and health programs that are meant to benefit the poor must have outreach capacities to reach their prospective clients. One might ask why this is necessary, for if these programs are needed surely their prospective clients will find them. On the contrary, the culture of service provision and the culture of service utilization are not one and the same. There must be a meshing of the two if the programs are to be useful to clients. This entails making the client aware of the program with appropriate messages, both verbal and nonverbal, and bringing the program to locations convenient for client access. |
