Popis: Professor Chapman was a professional police officer before turning to academic life—five years a patrolman in the Berkeley, California, force, and later chief of police in Multnomah County, Oregon. He was Assistant Director of the President's Commission on Law Enforcement and the Administration of Justice. Since 1967 he has been Professor of Political Science at Norman, Oklahoma. He has studied, and acted as consultant on, many police forces and problems. He is co-author, with Colonel Sir Eric St. Johnston, of “The Police Heritage in England and America”.
