“Algiers smart city” project follows a strategic planning initiated by the Algerian government up to 2035. It aims to solve the major problems concerning Algiers in order to transform it into a more modern and more attractive city. As it is still in its early stages, this case of “Alger Smart City” is illustrated through a qualitative study conducted among information and communication technologies experts and involved actors. The preliminary findings are as follows: (1) the predominance of technology over citizens’ uses in designing smart city; (2) the emphasis on solving daily problems (e.g., traffic jam); (3) the limited role given to citizens as potential beneficiaries—instead of partners—in smart city design; and (4) an underestimation of digital divide risks and social dislocation engendered by technology dissemination in an emerging country. |
