Strategic analysis of highly subsidized regions’ budget sufficiency

Popis: The strong differentiation of Russian regions in terms of economic and social development limits the resource potential for implementing the strategy for highly subsidized regions. In these conditions, increasing the efficiency of inter-budgetary relations and the level of budgetary provision of highly subsidized regions is a top priority for the state. The purpose of the work is to analyze the level of budgetary provision of highly subsidized regions and to identify the relationship between the effectiveness of the implementation of development strategies. The work used methods of grouping static material, summarizing and identifying strategic trends from statistical observations, as well as analytical and synthetic methods. The strategy of V.L. Kvint, in particular, OTSW analysis methods. To achieve the goal, groups of highly subsidized regions were formed, strategic trends in indicators of financial independence of regions were analyzed. To analyze inequality of budget revenues in the studied regions, the Gini coefficient, the coefficient of variation was calculated and the Lorenz curve was constructed. A strategic analysis of the opportunities and threats, as well as the strengths and weaknesses of the highly subsidized regions, was carried out. A comparative-critical analysis of the development strategies of highly subsidized regions according to the methodology of V.L. Kvint. It is emphasized the importance of an effective development strategy for highly subsidized regions in conditions of low budgetary provision and limited resources.
