In the process of deepening International Science and Technology Cooperation (ISTC), it has become one of the important tasks to build and improve the data management information system of ISTC at national level, which plays an indispensable role in optimizing China's science and technology management as well as supporting decision-making process. This paper combines the research and evaluation on ISTC with concrete requirements for supporting management decisions, and proposes a data-driven reflection on the management and practice of ISTC. The paper analyzes the multi-source and heterogeneous characteristics of ISTC data, and puts forward the overall architecture design objectives, principles and technical implementation path of the system, and the system function design scheme is given out based on the above analysis. |
