This chapter analyzes the macro-level of regional public policy-making. In a first step, the context of South American regionalism is introduced. The institutional theory of organizations suggests that the trajectory of institutional creation will have an impact on their constitution and structure and on the behavior of actors. In the case of South America, a long enduring process and the parallelism of regional organizations, which finally led to the creation of UNASUR, can be observed. Being drivers of regional processes, a particular emphasis will be put on the Brazilian and Venezuelan role in the creation of UNASUR. |
