Plain apportionment methods for seat allocation in elections are considered. Examples from Bulgarian electoral practice during the last 24 years are given and Alabama paradoxes of higher order are described. A generalization of the apportionment methods used by the US Congress is also presented. A new Hamilton-like method satisfying the quota rule and avoiding the Alabama paradox is proposed. |
