Developments in information and communication technology are part of a trend toward cooperation among companies. This paper argues that these same trends will lead toward increasing growth of small businesses that cooperate via electronic links. The National Information Infrastructure should be designed to help this trend by placing control of information structures in the hands of end users, by facilitating the entry of entrepreneurial information providers, and by emphasizing the linking of small businesses with each other. |
