Policy process data were collected in four states of Nigeria to examine the readiness of the states to implement the SDG2 (Zero Hunger) in their respective jurisdictions. It is empirically evident that the present situation with the States is inadequate, in terms of policy formulation and implementation, which makes the targets set for zero hunger practically unrealistic, unless corrective measures are taken to normalize the policy process. Hence the recommendation that, each State should embark on professional articulation of food and agriculture policy; and that, the implementation of food policy be markedly improved upon in the many directions of the different policy instruments identified for implementing programmes to de-embrace the situation and promote food as a human right, thereby increasing the chances that Nigeria would achieve zero hunger by 2030. |
