Popis: The theoretical concern of this essay is with economic structures that are considered to be causally prior to the perpetuation of underdevelopment. Industrial capitalism as a mode of production is briefly discussed to identify specific properties and processes that produce inequalities. The political economy of government intervention and of world commodity markets places regional policy within a realistic context in that government intervention is seen to be consistent with the investment priorities of the wider economic system. Such policy rarely results in change in structures of economic integration. Empirically, I examine the operations of Scotland's Highlands and Islands Development Board to show, in a case of marginality that is not extreme, that events are nevertheless dictated by the components of the wider economic system and not by development-agency initiative.
