Innovative strategy for spatial information legislations of South Korea: based on horizontal relationship

Popis: The three Acts of geospatial information should be interconnected, considering the process of geospatial life cycle, value-chain of geospatial information, and hierarchy of the geospatial policies. The purpose of this study is to identify issues and guides to improve the three legislations based on such logical interconnection. Types of interconnections are divided into three categories of separating, triangular, and overlapping relationships. Analysis on the current three legislations reveals that more than half of the clauses from each legislation is similar with one another, which is categorized as overlapping relationship. However, the contents of the overlapping clauses are not closely related, thus showing separating relationship. Such overlapping yet separating relationship could result resource waste and disconnected policy implementation. This study suggests that the three Acts of geospatial information should form a triangular relationship, which should be based on direction of relationship among the three Acts. Such direction is defined by the purposes of legislations and geospatial policies and the principles of geospatial ecosystem, including top-down, bottom-up, circulating, and interacting structures. Each of legislations should be improved according to the relationship on its direction towards the other legislations. One of the recommendations suggests top-down structure between (base legislation) and the other two legislations for a main committee and sub-committees to coordinate and control geospatial policies. Further study is necessary to tailor each relationship and direction among the three Acts to establish legislative and policy guidelines.
