Based on China's practical experience, recommendations from the United Nations Industrial Development Organization (UNIDO) and the Ministry of Planning and Investment, and sources of enterprise survey data, the research team estimates several effectiveness indicators of economic development (such as industrial added value, industrial added value per unit area (hectare), the rate of increase (or decrease) of these indicators and discuss the comparative thresholds) for 17 industrial parks in Ho Chi Minh City. The main findings show that most of industrial parks in Ho Chi Minh City achieves economic development at an effective level or higher (approximately 53% to 76%, depending on the analytical indicators and the comparative thresholds). The above research results may be useful for management board of export processing zones, industrial parks, and high-tech parks in Ho Chi Minh City, as well as other localities in Vietnam and stakeholders in developing a system to monitor and evaluate development plans, and to implement activities of trade and investment promotion more efficiently. |
