Popis: Transboundary co-operation has become part and parcel of the European integration process with its endeavour to dovetail policies and practices of different national systems. The complex national and cultural situation on Poland's southern border is more than replicated on her eastern border, where the national boundary has been redrawn many times, as a result of wars and other conflicts usually unleashed by outside forces. Intergovernmental Agreements and Commissions have provided a context for a broad-based interchange, for the establishment of issue-based groups, and for co-operation on a number of levels. Perhaps more than any country in Europe, Poland has seen its borders wax, wane and even disappear altogether down the centuries, as invading empires, wars and other international conflicts took their toll. Perhaps the divided town of Cieszyn/Cesky Tesin and its surrounding region is the most interesting example of how cooperative projects can make a positive contribution to transboundary social and cultural interaction.
