Popis: | This paper focuses on state level program evaluation: What are the conditions that influence its conduct and impact? A model is offered as a guide for assessing the conditions under which an evaluation is conducted, as well as its potential impact. The utility of the model is demonstrated by a case study that contrasts how two states approached the same issue, using similar data collection and analyses. The issue addressed by each state was the “Institute for Mental Disease” problem raised by the Federal Health Care Financing Agency. |
