Vietnam is implementing the renovation process of its economy according to the market mechanism with the help of the State. The economy is growing with a high speed of GDP (about 9–10% per year, Ministry of Science, Technology and the Environment, 1997). The growth in construction and rebuilding of big cities is about 10–12% per year (HAU/MoSTE 1996, MoSTE 1997). The market economy is also exacerbating the situation of social classification. Poor people are encountering difficulties and lack of dwelling houses. Their living areas and the adjoined environmental conditions, are problems to which the urban planning and the environmental management of the country must pay attention. In big cities such as Hanoi and Ho Chi Minh City, slums and poor squatters’ quarters are creating dangers for the urban ecological system. |
