To increase the inclusion and democratic participation of ethnic minorities, some Latin American countries have implemented quotas in party lists, special constituencies and have allowed the creation of ethnic parties. Much has been written about their creation and performance, but we know little about their operation and the opinions that members of these ethnic groups have about these institutions. This research aims to analyze the factors that lead members of an ethnic minority to decide between voting in an ethnic district or a territorial district. In this way, we will be able to analyze whether the problems that have been highlighted about this type of political institution affect the trust and participation of ethnic populations in these institutions. At the same time, it studies the effects of political representation and the reduction of political inequalities between groups. To do this, we focus on the case of the Afro constituency in Colombia since, as it is a different district from the territorial one in Congress, it allows us to analyze the decision to select the electoral district. We will conduct a public opinion survey of about 1,000 Afro-Colombians in order to carry out this analysis. The research will understand some of the micro-components of ethical, political participation in Latin America through priming and conjoint experiments. The results will contribute to a better understanding of inclusive policies and their effects on democratic anxieties and the lack of substantial representation of ethnic minorities in Latin American national politics. |
