This chapter will focus on performance management systems and their reforms by looking at the different literature streams that have contributed to the development of the performance management theory, including public administration, public management, strategic planning and management controls, evidence-based policy, and evaluation. This will lead to define common trends of performance management systems useful to identify the key features when applied to international organizations. The latter are characterized by a strong multilevel governance system where performance is the result of a combination of actions of a large number of actors (governments, subnational entities, NGOs, citizens). Since we consider international organizations very similar to networked structures, we dedicate some space to the specificities of performance management in networks. |
